The City’s Committee of Adjustment (COA) serves a useful role in considering “minor variances” to zoning bylaws. Many new infill houses clash with the current character of our neighbourhoods.
The Challenge
There is no clear definition of “minor variance” and the approval process is inconsistent.
The Opportunity
- Establish a clear definition of “minor variance” to protect mature neighbourhoods from inappropriate infill development.
- Require more detailed impact assessments, including shade studies, from infill applicants
